The Japanese government is still urging calm and seeking a diplomatic solution after 170 days.  But President Aoki of Peru is not so patient.  He wants a swift end to this standoff.

This is a volatile situation.  A rescue attempt could be very bloody and the Japanese have rejected any rescue plans.  President Aoki is willing to accept the risks.

Get in, eliminate the rebels, get as many hostages out as possible.  Minimal civilian casualties are acceptable, but it is imperative to the future of Rainbow that you do this right.  Get the Ambassador and keep the casualties low.
